Calling Attention Motion: This motion is introduced in the parliament by a member to call the attention of a minister on a matter of urgent public importance and to seek an authoritative statement from him on that matter. It is an Indian innovation and mentioned in Rule of Procedure Since 1954.
Adjournment Motion: An adjournment motion is moved to discuss the matter of urgent public importance and needs the support of 50 members to be admitted. It involves an element of censure against the government and hence Rajya Sabha is not permitted to make use of this device. It is available only in Lok Sabha. It makes severe criticism of government and is used to express dissatisfaction with the government policies. Speaker may not admit the motion in case there are other means of raising the matter for discussion. The Restrictions on right to move motion are subject to following restrictions:
⢠Not more than one matter shall be discussed on the same motion;
⢠The motion shall be restricted to a specific matter of recent occurrence;
⢠The motion should raise a matter which is definite, factual, urgent and of public importance;
⢠The motion should not raise the question of privilege;
⢠The motion should not revive the discussion on a matter which has been discussed in the same session.
⢠The motion should not deal with any matter which is under jurisdiction by a court of law having jurisdiction in any part of India.
⢠The motion should not raise any question which can be raised through other devices.
No Confidence Motion: Art 75 (3) says that the Council of minister is collectively responsible to the Lok Sabha. The council of ministers is in power only as long as it enjoys the numerical majority of the Lok Sabha.
The Procedure for no Confidence Motion is not part of the constitution but is given in rule of procedure and conduct of business of Lok Sabha. The motion needs the support of 50 members to be admitted. This motion can be moved only against the council of ministers and not against any individual ministers and not against any individual minister because the Parliamentary system of government provides for collective responsibility. Once No Confidence motion admitted in the house, it takes precedence over all the pending business of the House. If the motion is adopted by the house, Council of minister must resign.
